MISSION STATEMENT
The Committee on Lay Leadership is charged with identifying, developing, evaluating and monitoring Christian spiritual leadership for the local congregation. The committee shall serve throughout the year to guide the Church Council on matters regarding the leadership of the congregation so as to focus on the mission and ministry as the context for service; guide the development and training of spiritual leaders; recruit, nurture and support spiritual leaders; and assist the Church Council in assessing the changing leadership needs.

The Committee on Lay Leadership is requesting your prayerful consideration and willingness to serve in a leadership capacity beginning in January 2007. Any member in good standing can be nominated and elected to serve on a committee in the church. The most important qualifications are your commitment to serve and to remain involved in a reliable manner.

This brochure has been prepared by the Committee on Lay Leadership in alignment with our Mission Statement to reach out to the entire St. James United Methodist Church congregation. Within these pages we are providing an overview and brief description of the opportunities you have available to work in ministry for our Lord and Savior.

Our committee will present a slate of officers representing the names of individuals that will be voted upon for each position during the election process at the 2006 Charge Conference. You can exercise your servant leadership in one of several vacant 2007 positions.

Please give your time and talent along with your tithes to St. James. The living Church of Jesus Christ needs you!

* These committees operate under class stratification. A class is comprised of three (3) members, each of whom is elected to serve for a three (3) year period. During the 2006 Annual Charge Conference members elected for the class of 2009 will begin serving effective January 2007 through December, 2009.



Church Council
The Church Council shall provide for planning and implementing a program of nurture, outreach, witness and resources in the local church. It should be amenable to and function as the administrative agency of the church. The Church Council will also be responsible to:
  1. review the membership of the local church
  2. fill interim vacancies occurring among the lay officers of the church between session of the annual charge conference
  3. establish the budget on the recommendation of the committee on finance and ensure adequate provision for the financial needs of the church

  1. Church Council Chairperson: overview of responsibilities:
    1. Chair the monthly Church Council meeting
    2. Meet with the Senior Pastor or his pastoral representative on issues as they pertain to the overall operation of the church
    3. Ensure that each administrative committee's needs are met and any issues arising are resolved.
    4. Follow-up on any issues that arise during the monthly meeting and follow through on resolutions sought.
  2. Church Council Vice Chairperson: overview of responsibilities:
    1. To assume the same responsibilities in the absence of the Church Council Chair in their absence.
    2. Serve as a representative for the Church Council by attending the monthly meetings of the following committees:
      1. Board of Trustees
      2. Forty Acres
  3. Church Council Secretary: overview of responsibilities:
    1. Send notices of monthly Church Council meetings to members
    2. Record and transcribe the minutes of the monthly meeting
    3. Maintain reports submitted by the Church Council committee members.
    4. Serve as the recording secretary at the annual charge conference
Meeting Day & Time: Every third (3rd) Thursday of the month at 6:00 pm


Committee on Finance
The Committee on Finance shall be charged with the following responsibilities:
  1. compile annually a complete budget for the church and submit to the church council for review and adoption
  2. develop and implement plans that will raise sufficient income to meet the budget adopted by the church council
  3. carry out the church council's direction in guiding the treasurer and financial secretary

  1. Committee on Finance Chairperson: overview of responsibilities:
    1. Chair the monthly Finance meeting
    2. Attend the monthly church council meeting to provide a complete report of the financial standing of the church and other business matter of the finance committee.
    3. Serve as a representative for the Finance Committee by attending the monthly meeting of the Board of Trustees
  2. Committee on Finance Vice Chairperson: overview of responsibilities
    1. To assume the same responsibilities in the absence of the Finance Chairperson in their absence
  3. Financial Secretary: overview of responsibilities:
    1. prepare the monthly financial reports to be presented at the monthly Church Council meeting
    2. Review, analyze, and report monthly activity to Finance Committee
    3. Detailed monitoring of monthly operation expenses
    4. Participate in the annual budget preparation
    5. Attend monthly Finance meeting, Reconciliation meeting with Treasurer and monthly Church council meeting
    6. Provide assistance to committee in the preparation of their annual budgets
Meeting Day & Time: Every second (2nd) Tuesday of the month at 6:00 pm


Board of Trustees
(Three persons, 3 year class stratification)
The Board of Trustees shall have the supervision, oversight, and care of all real property owned by the local church and of all property and equipment acquired directly by the local church. This includes but not limited to the upkeep and repair of the buildings, facilities and all equipment owned by the church.

The Board of Trustees shall review annually the adequacy of the property, liability, and crime insurance coverage on church-owned property, buildings, and equipment. They shall review annually the adequacy of personnel insurance. The purpose of these reviews is to ensure that the church, its properties, and its personnel are properly protected against risks.

Members of the Board of Trustees are divided into three classes. Each class consists of three members each and serves for a period of three years. Members of each class have voting privileges on the committee.

There are also 6 ad hoc members of the committee. There are 3 Board of Trustees-at-large members and the Vice Chairpersons from the Church Council, Council on Ministries and Finance Committee.

Three (3) names will be presented for the class of 2009 and one name for Board of Trustees-at-large.

Forty Acres & A Mule Campus
(Three persons, 3 year class stratification)
The Forty Acres campus is the 42 acre complex owned by the church. This facility holds a wide range of events, i.e. family reunions, Freedom School, retreats, other youth programs, meetings, and wedding receptions. The management of the campus is assigned to the Forty Acres Oversight Committee. This oversight committee has 12 members. Membership is divided into three classes. Each class consists of three members each and serves for a period of three years. Members of each class have voting privileges on the committee. The three Oversight-at-large committee members shall be the Church council Vice Chairperson, Council on Ministries Vice Chairperson and a member from the Board of Trustees.

Members of the Forty Acres Oversight Committee are divided into three classes. Each class consists of three members each and serves for a period of three years

Three (3) names will be presented for the class of 2009 and two (2) names to complete the class of 2007 for which vacancies have occurred.

Staff-Pastor Parish Relations Committee
(Three persons, 3 year class stratification)
The responsibilities of the Staff-Pastor Parish Relations Committee include but are not limited to the following:

The committee shall identify, clarify and engage in biblical and theological reflections on the values, mission and ministries of the local church. It shall encourage, strengthen, nurture, support and respect the pastors, staff and their families.

Relative to the pastors and staff, will...
  • Assess, confer and consult about their gifts relative to leadership responsibilities pertaining to the demands and effectiveness of the mission and ministry of the congregation.
  • Develop and approve job descriptions and annually perform evaluations
  • Focus on continuing education, spiritual renewal and required time/financial support
  • Consult on elements of clergy compensation/benefit packages

Relative to Church Council will...
  • Provide written personnel policies for persons not subject to Episcopal appointment including recommendation for health and life insurance and lay staff severance pay
  • Have authority to exercise personnel functions in the absence of written policies

Relative to the congregation will...
  • Communicate about open itinerancy, preparation for the ordained ministry
  • Educate on the value of commitment to diversity of clergy selection

Relative to Annual Charge Conference will...
  • Enlist, interview, evaluate and recommend lay preachers and persons for candidacy for ordained ministry
  • Provide list of congregation students preparing for ordained ministry, diaconal ministry and missionary service
  • When desirable recommend establishment of Personnel Committee
  • Cooperate with the District Superintendent and Bishop and Bishop in securing clergy leadership

Founders Day and Special Ministries
Founders Day is an annual celebration of our church's past, present and future. We recognize the history of our church celebrating the growth and continued building of God's new people. Special Ministries covers all the special events of the church not assigned to any specific committee or ministry

  1. Organize committee to recognize Founders Day Celebration
  2. Work with Senior Pastor in hosting special events held through out the year not currently assigned.

Membership Committee
Membership is devoted to the growth of the St. James family through New members Training Classes and supporting new members into the life of St. James United Methodist Church. Membership supports the church through training in the Book of Discipline of the United Methodist Church. Annual activities include: New Member Dinner, High School Senior Brunch and Scholarship, Church Picnic and other activities that support the congregation.

  1. Chair the committee's monthly meeting
  2. Attend the monthly Council on Ministries and Church Council meetings
  3. Oversee all activities of the Membership Committee, assigning or delegating responsibilities to members of the committee to insure all projects are accomplished
Meeting Day & Time: Every second Tuesday of the month at 6:00 pm


Church School
The St. James Church School had the responsibility to teach, train and educate it participants with Christian values. Teaching is provided to all age groups through educational materials, books and pamphlets.

Assistant Superintendent: overview of responsibilities:
  1. To work with the Superintendent in carrying out the programs of the Church School
    In the absence of the Superintendent to attend the regularly scheduled Council on Ministries meeting reporting the ongoing activities of the Church School
